Make sure that the checkbox to "Contact all update sites" in the Eclipse install/update window is *checked*. You should also have Eclipse Project Updates and Indigo (or Juno) listed in the "Work with" drop-down.
You could also install a version of Eclipse which already has the missing pieces.
