Have the "someone else" sign and upload it, as it is their app, from the standpoint of the Play Store. Reputedly, there is some process by which you can get the Play Store folk to transfer an app between accounts, though I am not seeing a mention of how to do that in the Play Store docs. Regardless, once an app is on the Play Store, the Play Store account and signing key must both match the original ones used with that package.
