Apps don't get approved before being uploaded - they get retroactively disapproved and then yanked if they're found to violate some term(s). You would have to ask here (http://developer.android.com/support.html) for questions regarding Google Play, but don't expect to get much of an answer. You might have to resort to putting your app up and including in the description that all work is used with permission, and just hoping you don't get yanked.
