Eclipse -> Help -> "Check for Updates" and "Install New Software...". 

The first updates the plugins if you need it, although usually that is 
automatic and scheduled per your preferences, 
the second lets you specify new or updated sources (URLs) for plugins.

Actually what it says is, "No updates were found."

It's important to report exact messages and behaviors, not vague 
approximations.

And it means your plugins are up to date.

However, if you have doubt (American/British sense) that it's telling you 
the truth, you can 
use the other command to confirm the URL for the updates.

Help -> "Install New Software..." -> dialog, select site "Android - 
https://dl-ssl.google.com/android/eclipse/";.

You know this is documented 
at http://developer.android.com/sdk/eclipse-adt.html, or rather at the link 
to which it points you, 
http://developer.android.com/sdk/installing/installing-adt.html, right?
