Eclipse -> Help -> "Check for Updates" and "Install New Software...". However, if you have doubt (American/British sense) that it's telling you the truth, you can use the other command to confirm the URL for the updates. Help -> "Install New Software..." -> dialog, select site "Android - https://dl-ssl.google.com/android/eclipse/";.
