I assume this developer  posted the app under their own account, because
otherwise you can do this yourself.

If that is the case, I don't think there's anything you can do. Moving
forward, advise your client that if they're going to have others make their
apps, that they themselves need to retain publishing control, not the
developer, for exactly this reason.
