- What possibly could you mean by "not application oriented"? Isn't anything you do on a computer an "application" by definition? - Shouldn't a journal paper be based on active research in which you are already engaged, and represent a contribution to the state of the art? - What is in it for the person making the suggestion? - How much do you already know about Android programming? (It must be a lot if you are contemplating submitting a paper to the IEEE.)
