I have been away from developing for a while and have lost track of the 
changes that have been made in file access rules.
It used to be that the WRITE_EXTERNAL_STORAGE permission gave full access 
to create public files.
When my Note 3 was updated to KitKat my app lost the ability to write to 
the external SD card.

My app regularly creates or modifies files to the external storage device. 
 I want these to be public, that is any app can get to them and I can 
modify them when I connect the phone to the computer using USB.

Is there a good reference to describe the new access rules and how I can 
accomplish this?
