I was facing the same issue and I found a solution from a website http://stackoverflow.com/questions/36936271/installing-android-support-repository-offline... All one has to do is copy the package or the plugin zip file downloaded to the temp directory 9n my system it comes to C:\Users\UserName\AppData\Local\Android\sdk\temp... hope this helps
