I have made it work!
Here is my final code which can response within 10 seconds:

         netSocket.connect(myAddress, SOCKET_TIMEOUT);

catch (UnknownHostException e)
{
                        Log.d("SoControl", "UnknownHostException : "

        e.getLocalizedMessage());
}
catch (IOException e)
{
                        Log.d("SoControl", "IOException : " +
