A rooted G1 is one that the user has root access to.  In linux, root
is the administrator user that has full access to the system.  The
best thing to do is check out this forum 
http://forum.xda-developers.com/showthread.php?t=442480
and read up on rooting your G1.

Please note that having root access can be quite dangerous if you are
not careful and are unaware of what you are doing.  If you manage to
get your phone rooted, you should look into loading up the JesusFreke
custom firmware images.  The latest ones have safeguards to prevent
applications from gaining root access without your knowledge.
