I think this is deliberate. If the user chooses Airplane Mode, he/she expects that all radios that need to be turned off (by law/airline-regulation) are indeed turned off.
What's the use of Airplane Mode if it leaves some radios turned on that would make the phone not be in Airplane Mode, i.e. violate the regulations?
