We, at AndAppStore, do offer PayPal as a payment option to make the download as instant as possible.
Transaction and take place directly between the user and developer so you're at the mercy of PayPals fraud screening system, and if their system wants additional verification measures then there is little we can do about it. That said most of the transactions go through instantly and users get to download the app right away.
