Hello, According to http://developer.android.com/intl/fr/reference/android/telephony/TelephonyManager.html, TelephonyManager.getNetworkType() should return a number between 0 and 3 at API level 3.
I am however getting sometimes getting 4 as a response for all operator networks in France. According to the new docs, 4 means CDMA network which is unheard of here. It looks more like HSPDA to me.
