If you have a rooted phone and you want to add Hebrew fonts, you can

In case you're using CyanogenMod ROM, you can update to version 4.2.9
which, as the change-log states, has Hebrew fonts.

Once you have the Hebrew fonts installed, and you want a Hebrew
virtual keyboard, you can download 'AnySoftKeyboard'
