It is indeed 24x7. What do you mean by "hang tight"? Seems like no matter how long I wait the Wifi won't turn back on until the device fully wakes up, not your usual WakeLock state. The document does, in fact say, you have to keep the Wifi locked *before* it sleeps. That's pretty misleading considering a WakeLock doesn't have to be set before it sleeps, instead it wakes it up.
