No, you don't need this to run an app, but anyone doing development will definitely need to do some debugging throughout the process. Having a beginner get it right from the beginning instead of questioning why they can debug the app later is a good thing, IMO. In most cases this should go "Settings > Applications > Development > USB > Debugging," and the menu key is not involved. You can get to the Settings by pressing the MENU key on the Home screen.
