It says "develop and debug", the debugging portion being the key. No, you
don't need this to run an app, but anyone doing development will definitely
need to do some debugging throughout the process. Having a beginner get it
right from the beginning instead of questioning why they can debug the app
later is a good thing, IMO.

In most cases this should go "Settings > Applications > Development > USB
> Debugging," and

the menu key is not involved.


You can get to the Settings by pressing the MENU key on the Home screen. The
instructions do miss that it's Settings that you select from the MENU
options, not Applications, but it's another valid way of getting to the
settings indicated.
