I'm interested in writing an app for android where we keep the time of
day accurately.  I have two options to get the time,  from GPS and
from a cell tower.  I don't think I can get the time from GPS as part
of the android API, so that leaves cell towers.  Does anyone know

1) Do I have to be a subscriber to get the time of day from a cell
tower? and,
2) How accurate is the time you get from a cell tower?  About 5-10 ms
is what I'm looking for.
