Google seems to be running this as a "when it's ready, it's ready, and will be released" project.
Estimates, if you get any, aren't worth relying on, as shown by the ADC page on googlecode (http://code.google.com/android/adc.html) which says ADC II will start in the second half of 2008 (and no, it hasn't started yet).
