You do realize that the OTA update notification is displayed AFTER the
update has been downloaded to your device? All the update question
does is installing the already downloaded update. Downloading takes
place without warning, your knowledge or consent. (at least that was
the standard answer for the first G1 update - I guess it still
applies)
