Download a home screen app that lets you do those things.

If you can't find one, wait for one to be released. Or try to entice
somebody to build it for you.

As you originally quoted, the "home screen can be replaced". All you
need to do is get your hands on a replacement you deem worthy.

You do not need a developer phone, nor root access. You do need a home
screen app that lets you configure the items of interest you have
expressed. The built in home screen app does not, but that does not
preclude others from providing your desired functionality.
