I am thrilled that this idea is of interest.

I imagine a "Beta" section of the market solving a number of existing
problems ... first and foremost to exist as a sandbox for developers and
users to play nice together with the mutual understanding that this will
produce awesome software (while not contaminating the "Alpha" market with
sub-prime software).

In order for this to occur, it seems to me that it would be a good idea for
there to be some sort of constitution between these two interested parties,
so it does not become a place for unscrupulous developers stealing ideas or
a welfare program for cheap users.

Not to rain on the parade, but I am not sure this needs a different "group",
"discuss" is underutilized and it seems to have Google's ear, so why fix
something that ain't broke?
