I tested on hardware, but am in the US. The UK has somewhat more restrictive privacy standards than the US (specifically around location privacy among others), so this may also be something related to the network; I've made some inquiries around that and will follow up here if it seems to be related. In the meantime, if your SIM card is "child locked" or similar, it might be worth trying to disable it. I have no idea whether/how such a configuration would make its way up to interfering with Gears, but it's possible.
