I don't know what to look for and as you are a German developer yourself, can't you look it up yourself? I scanned it quickly, but don't seem to find what you're looking for. I can only enter a price in EUR. Does that help?
I could copy/paste the content of the agreement, but here is the link: http://www.android.com/us/developer-distribution-agreement.html I am aware that the url contains "US", but it is what I get when I click on Android Market Developer Distribution Agreement <http://www.android.com/us/developer-distribution-agreement.html>in my account.
