The "can't get a good connection" argument is fading away fast.
Smartphones will flood the market this year and carriers will be more
than happy to see their internet traffic grow.

Google made it clear they are pushing web apps more than anything.
They have not created any native app (apart for maps) for the phone/
android, and opted for mobile versions. I 'm 100% with them. If your
application is an online service, go for a web application. Now, if
you want to make a pastime game, go for a native app.
