Don't want to speak for Google, but most apps that have internet access
permission link back to their developers' pages-- It's certainly not
disallowed and is probably encouraged--especially if the linked page is
written with mobile screen sizes in mind.  If you have an app that
otherwise does not need network access, though, you probably want to
think if you will request it just for this purpose.

As for about boxes, I don't think there is a standard.
