Most likely the customer is using an unsupported credit card such as
American Express for UK
Here is the list of credit cards that are supported by google
checkout:
Purchases with U.S. Sellers
Orders with U.S. sellers can be completed with any credit, debit, or
gift card with the following logos:
* Visa
* MasterCard
* American Express
* Discover
Purchases with U.K. Sellers
Orders with U.K. sellers can be completed with any credit, debit, or
gift card with the following logos:
* Visa
* Visa Electron
* MasterCard
* Solo
* U.K. Maestro
