Have you got a link to their site where they claim this kind of thing rather than a link to a site with some journos interpretation?
The stuff Motorola has put out seems to focus on the fact that they distribute and eclipse + plugin bundle as a single package and so try to make life easier for devs rather than trying to say they've created a new SDK. Their early access programme gives access to technical details about their phones, I've not seen Motorola say anything about getting early access to "a novel suit of Google Android developer tools plus programs via Motodev.". I think this is more the journo getting it wrong than Motorola trying to do something nasty.
