Pretty much, yeah. It involves getting the unlock code, which will be supplied by one of a couple of (easy) places. 1) The carrier who sells you the phone can *definitely* give you the unlock code, so if the guy on the phone confirms that the phone is unlocked but it actually IS locked, you simply call them up and demand (nicely) that they provide you with the unlock code (which they must if they said that it would be unlocked -- it is otherwise called FRAUD). It helps to have the name/id# of whoever you spoke to so you can refer to the conversation, it also helps if you are actually their customer (or know someone who is...). This option is FREE. 2) There are websites you can go to in order to BUY the unlock code (usually US $20), you send them the IMEI, they send you the unlock code.
