What do you mean you have updated it for the new OS version?
You have corrected compatibility issues?
Or you have forced it to an SDK level of 4?

You should ONLY force it to an SDK level of 4 *IF* it *DEPENDS* on
functionality that is only present in that level, otherwise you are
restricting it for no reason. Devices running 1.6 (SDK v.4) can *STILL
RUN* applications built with lower SDK levels.

If you presently are using SDK level 4 due to HARDWARE compatibility
(i.e. screen sizes that aren't supported by lower SDK levels), then
you should publish a v.4 version AS WELL as a lower version for
compatibility with devices that haven't yet been updated. This ensures
that everyone can see your application.
