This is pretty common for hacked-up devices. Clearly, it is repeatedly downloading the update, which has non-matching keys, and since this fails, it deletes it and tries again.
Where did you get the update that you installed? This is what I want you to do: Start with a factory reset, then go here: http://developer.htc.com/google-io-device.html and download the "recovery" image. Copy that file onto your SDCARD and name it "update.zip". Then reboot into recovery and write that file, then perform another factory reset (without rebooting first -- i.e. do it from recovery mode right after writing the recovery image).
