So to list all the available capacities and the scenario that you
submit at least 1 app to appslib.com before November 30th, within 3
weeks they approve your app and send you the voucher code to your
email and you can choose to apply it to any of these models on
store.archos.com if you are in the US or Canada and archos.com from EU
countries:

Archos 5 Internet Tablet with Android (32GB) shipping now = $379 -
$248 voucher = $131
Archos 5 Internet Tablet with Android (160GB) shipping now = $399 -
$248 voucher = $151
Archos 5 Internet Tablet with Android (500GB) shipping now = $499 -
$248 voucher = $251

Archos 5 Internet Tablet with Android (16GB) perhaps shipping before
Christmas but perhaps only after Christmas = $299 - $248 voucher = $51

Archos 5 Internet Tablet with Android (8GB) probably shipping only
after Christmas = $249 - $248 voucher = $1

Archos 5 Internet Tablet with Android (64GB) might ship before
Christmas but perhaps only after = $499 - $248 voucher = $251

So it's not a production issue or anything like that, I think Archos
might have decided to wait for releasing the cheaper 16GB and 8GB
until after Christmas because they might feel there is enough demand
for the existing higher capacity versions which can probably better
maximize their profit margins for the last quarter sales.

And since it seems from Frandroid infos, the shipping of units based
on these vouchers do not take priority in front of the regular sales
during the December month of high sales, so perhaps unless you submit
your app early enough, perhaps you won't even be able to receive a
unit before January anyways (the $248 voucher does not expire), so at
that point the 8GB and all other capacities will be available.
