You might have to wait a little bit for that voucher, according to the information on http://appslib.com/contest/index.html:
"If the application is validated, ARCHOS will email to the developer within 3 weeks after posting the Application on AppsLib the voucher." Though for some reason I think they mean "within 3 weeks of the application being approved" opposed to submitted.
