Yup, but seems like only for a few people / devices / carriers / apps (I
have no idea what the criteria is). It works for me as a user on some apps
(like the Android Market, I had fun submitting a bug report for that one)
and not on others. There's no clear indication why it works sometimes and
not others.

To find out a bug is occurring: yes. To find out WHY it's occurring, no.
Particularly since only one person added a comment (which is difficult to
find in the console BTW - whomever's in charge of UI for the Dev console
needs some HCI lessons).

For MapView related issues: absolutely useless. Though that's more of a
problem of the Maps library being a buggy, fragile, un-loved step-child of
the real Google Maps.
