Ok, you're the governor of state X and you find out that vast swaths
of some counties can no longer be used for GPS. Your various fire,
police and national guard units tell you this is life threatening. The
first thing that governor will do is have the offending stations taken
off line with an emergency order. They can and will do this. States
still have the power to conduct such actions and can override any
civilian authority.

The bottom line is there is no need for panic. The sky isn't falling.
There will be virtually no degradation of the GPS network in the near
future. Some older devices may not function as well as they used to
but that's just progress. If you have to replace your 5 year old
cheapo Garmin with a new $49 device, then you just will. In areas that
do have problems, ground repeaters (GPS augmentation) can be added to
improve the old L1 signal. Most likely, the interferer will be forced
to pay for those.

Then there's Galileo, Glonass and the Chinese Beidou system if you're
still in a panic. These all use different frequencies and devices in
the future will be dual, triple or even quadruple banded to allow for
use in virtually any situation.

Location systems are only getting more powerful, more accurate and
cheaper as time goes on. Again, I repeat: THE SKY ISN'T FALLING!

(then again, what do I know!)
