I think I'll have to go with Al on this one. AdSense is a better analogy 
than any other API or system. The market involves cash and it could be that 
Google has a wall between things that can be defrauded and those that may be 
trying to defraud and beat the system. The market team may want to answer 
questions and feel really bad about not being able to. We can't tell but 
this does make sense.

Anyone dealing with AdSense knows the frustration and fear they can inflict 
on the publishers with a single e-mail. I'm guessing those developers who 
had their cash-cow app pulled for unknown reasons feel exactly the same.
