On an older Android phone I had this happen several times. But, it was not the apps storage that was full. I even deleted several apps but it did not help. There was some low (200?) message limit on that device and I had to delete several SMS threads to keep incoming messages working. On my new phone I have thousands of SMS imbox messages and have never seen this error.
I wonder how you can find out what your SMS storage limit is? The messages are really small so they don't really take up much space.
