To create an activity with tabs you want to use TabActivity (http://d.android.com/reference/android/app/TabActivity.html). The dialer code that does this is available at http://android.git.kernel.org/?p=platform/packages/apps/Contacts.git;a=blob;f=src/com/android/contacts/DialtactsActivity.java;h=73d702b80c21d4e7a3af08a3fa025e15e4230b01;hb=HEAD.
