No.  Fwiw, the way we do the setup wizard is that it also declares itself to
be a home activity, with a higher than normal priority, so it will be the
thing that runs when the system boots.  Then when it is done with its setup,
it disables that component, so the normal home activity will be started at
boot there-after.  You haven't given any information about what you are
actually trying to do though so I can't really answer your question.
