Windows is difficult due to case sensitve files in the kernel. You could try cygwin in windows but suggest that you use linux for kernel development. Prevents a lot of issues and also you will have better support from the community.
What is the reason for wanting to use an IDE? I am not using an IDE did not find any use for it as well.
