I am using nvflash.exe utility with --create argument

"nvflash.exe" --bct flash.bct --setbct --bl bootloader.bin --configfile
flash.cfg --odmdata 0x3c300011 --create --go

During flashing process, it does format all partitions. I have attached
flash.cfg for reference.
