Extremely common use case (see Google, for example "android enable usb debugging" is autocompleted with "android enable usb debugging broken screen"): Screen on device is broken (common), new/replacement device purchased, attempt to transfer content from old to new using any number of tools out there or ADB. USB debugging must be enabled for these tools to work. USB debugging can't be enabled because screen and/or digitizer broken.
It would be nice to have a way to enable USB debugging with a broken screen, even if it comes down to some complicated combination of power and volume buttons.
