We have a USB device that appears as an an ethernet device when plugged 
into the phone.  When the device is plugged in Android trys to get an IP 
address using DHCP on our interface.  We want to set a static IP address 
that will be assigned when the device is plugged in.  In Linux we do this 
with /etc/network/interfaces,  how does one set this in Android?
