In the past I've done this by starting the emulator so that it uses an 'sdcard'. You have to create a file to use as an sdcard and launch the emulator with the -sdcard option. (see the emulator documentation). When the emulator is up and running, you can use 'adb push' to copy files onto the /sdcard, which will then be seen by the picture app.
