We experienced a similar problem last year and posted a question/hack on google 
groups about it:

I haven't worked on it for a while. Our hack worked, but I don't know if Google 
had any intentions of coming up with a solution themselves, seeing as no 
current Google Android phone uses ppp for data. E.g., the G1 uses a network 
device exposed by the modem, allowing IP traffic without ppp overhead.

    When I am trying to connect to GPRS. I am getting an error related with ppp 
daemon, because of which ppp0 interface is not getting created. Can somebody
