Yes, Android can boot to VirtualBox... but you need a patch that
wasn't accepted in m/master. I've been told that Froyo will be fixing
the problem in another way.
You can, however, pull the patch from:

Rather than getting an image that will boot Android, you can build an
"installer_vdi" (make target). Create a virtual machine, add a 2GB or
larger primary IDE drive and add this installer.vdi as the secondary
IDE. F12 to the boot menu and boot the installer from the secondary
IDE.
