Thank you for your help, I managed to locate the issue. For the benefit of anyone who stumbles on this thread, the issue was the PRODUCT_PACKAGES declaration being changed in core.mk between froyo and gingerbread (build/target/product) - my project doesn't inherit this because we have devices without telephony support.
