Any more details on the touchscreen itself? Is it capacitive or resistive? 
If its capacitive, is it multitouch enabled?

If its resistive, its possible it needs to be calibrated. AFAIK, capacitive 
screens dont need to be calibrated.

If I had to guess with as little information as I have now, I'd recommend 
ensuring the touchscreen drivers and necessary usb support (and 
HID_MULTITOUCH if its a multitouch panel) are enabled in the kernel. 

Starting with  honeycomb (I believe), input devices need to be configured 
with input device configuration files (.idc).

I've managed to get a huge variety of capacitive, multitouch panels working 
properly with ICS and Jellybean this way.
