Did you happen to add bnep iface into the list of up-stremable interfaces ? Can you be more precise in terms of NAP and PANU roles instead of master/slave ? I suppose from mail above you are trying PANU from Android and NAP is your ubuntu PC.
Generally if the Android Settings Menu shows that the remote PC has internet connection and attempts to connect to NAP role, Ubuntu PC will pop up a message asking "Is it ok to share PC's internet connection".
