Does the pandaboard have a wifi chipset that supports AP mode? Does the driver support AP mode? Those are prerequisites that I can't help with. After that the framework needs to be configured to detect the wifi tethering interface: set config_tether_wifi_regex to something appropriate like "wlan*" that will match your AP interface name. Lastly you need to configure what upstream interfaces are ok to tether by setting config_tether_upstream_types.
What upstream types would you have on pandaboard? ethernet? It doesn't have a cellular interface, does it? I don't think most chipsets support simultaneous AP and Client modes in wifi..
