What does the content of your connect script look like? What does the referenceril expect. As far as I can see, this is a very basic RIL interface and not likely to work.
Have a look at the Huawei Generic RIL (I assume you can build the source) and it should handle what you need to do but you will need to add a script to the PPP connection as the default did not work for me.
